The following are Village ordinances which receive the most inquiries from residents:

25-2-2 – Weeds.  It shall be unlawful for anyone to permit any weeds, grass or plants, other than trees, bushes, flowers or other ornamental plants, to grow to a height exceeding EIGHT (8) INCHES anywhere in the Village.  Any such plants or weeds exceeding such height are hereby declared to be a nuisance.

Open Burning.  Open burning of any kind is forbidden within the Village Limits and subject to ticketing and fines.  Fire Pits may be used ONLY If they are equipped with a spark screen.

3-1-9 – Limitation on Number of Dogs and Cats Kept.  It shall be unlawful for any persons to keep more than five (5) dogs or cats within the Village, with the exception that a litter of pups, a letter of kittens, or a portion of a litter may be kept for a period of time not exceeding five (5) months from birth.

3-2-1 – Restraint of Dogs.  The owner or keeper of a dog shall keep the dog under restraint at all times and shall not permit such dog to be at large, off the premises of the property of the owner or keeper, unless the dog is under complete control.  A dog under “restraint” within the meaning of this Code if it is controlled by a leash; within an enclosed vehicle being driven or parked on the streets; or within the property limits of his owner or keeper.

3-1-10 – A & B – Animals, Etc. in Village.  (A) Except as otherwise provided in this Chapter no person shall keep within the Village any cattle, cows, horses, sheep, swine, goats, chickens, ducks, turkeys, geese, rabbits, or other livestock.  (B) This Sections shall not apply in areas of the Village that are Zoned Agricultural in nature, nor shall this Section apply to livestock brought into the Village for the purpose of being shipped out of the Village.

27-2-20 – Discharge of Firearms or Bow and Arrow.  It shall be unlawful to discharge any firearm, bow and arrow or air gun in the Village or so that the bullet, arrow, missile or projectile therefrom enters the Village without written permission of the Mayor, provided that this Section shall not be construed to prohibit any officer of the law to discharge a firearm when lawfully defending his person or property; nor to prevent the discharge of bow and arrow by students upon school grounds while under the direct and immediate supervision of teachers or other school supervisory personnel.

24-6-11 – Recreational Vehicles/Boat – Parking.  Recreational Vehicles are defined and shall include the following: Every camping trailer, motor home, mini motor home, travel trailer, truck camper or van camper used primarily for recreational purposes, AND every boat, jet-ski and recreational off-highway vehicle (as defined in the Illinois Vehicle Code).  It shall be unlawful to park a recreational vehicle upon any public street located within the Village limits of the Village of Valmeyer, Illinois, except for loading and unloading such vehicles.

24-6-12 – Trailers – Parking.  It shall be unlawful to park any trailer that is not attached to a motor vehicle on any public street located within the Village limits.  When attached to a motor vehicle, a trailer (other than a recreational vehicle) may be parked on a public street within the Village limits, but for not longer than twenty-four (24) consecutive hours. 40-4-2 – Recreational Vehicles.  No recreational vehicle shall be parked on any front yard, including the driveway of the property if the driveway is located in the front yard of the residence.  Further, no recreational vehicle may be parked on a side yard, or driveway located in a side yard, which abuts a street.  (Ord. No. 96-38; 05-21-96)

27-2-1 – Games in Street.  No person shall, upon any Village Street, fly any kite or play any game of ball or engage in any amusement or practice having a tendency to injure or annoy any person passing in the streets or on the sidewalks.

40-4-10 – Swimming Pools.  Every swimming pool, two (2) feet or greater in depth, whether public or private, shall be enclosed by a wall or fence at least four (4) feet in height and must have a gate that shall be locked when the pool is not in use.  An above-the-ground pool, four (4) feet or higher, need not have a fence with a gate, so long as (i) the ladder is removed when not in use, or (ii) the pool has a deck entrance with a gate that is locked when the pool is not in use.  No swimming pool shall be placed on any lot between the principal building and the front lot line, or between the principal building and any side lot line abutting any street.

CHAPTER 7 – Business Code.  All Businesses, including In-Home-Businesses, are required to have a Business License.  Licenses expire each year on April 30th and must be renewed annually.

40-4-5 – Outdoor Storage.  Outdoor (unenclosed) storage on the premises of equipment or materials used in connection with a home occupation is prohibited.

6-5-6 – Occupancy Permit Required.  Hereinafter, upon change of occupants after the issuance of an initial occupancy permit, no residential or rental property shall be occupied or used until a new occupancy permit shall have been issued by the Code Official stating that the premises comply with the provisions of this Code.

25-4-2 – Inoperable Motor Vehicles – Declaration of Nuisance.  All inoperable motor vehicles and all unlicensed motor vehicles, whether on public or private property, in view of the general public are hereby declared to be a nuisance.  Except as provided for in other regulations, no inoperable motor vehicle or unlicensed motor vehicle shall be parked, kept or stored on any unenclosed exterior property area, whether on the vehicle owner’s land or otherwise.  (Ord. 28-1-17 – Reservation of Pavilions.  Pavilions can be reserved in advance through the Village Clerk’s Office under the following conditions: The Village reserves the right to deny a permit to anyone, so it or another public agency can use the pavilion or so the pavilion can remain open to the general public.  Due to the limited number of pavilions, only a limited number of people may use the pavilions at the same time.  Use of the pavilions is primarily for Village residents or groups which are based in the Village.  Subject to the foregoing, the acceptance of application and granting of permits for the reservation and use of the pavilions shall be open to nonresidents as well as residents of the Village.  No person or group shall disregard any reservation posted by the Village.   Please contact Village Hall to get fee information to reserve a Pavilion.
